Pioneered by the Rotary Club of North Harbour, New Zealand, in District 9910, this program seeks to facilitate the removal of all graffiti by offenders, supervised on a one-to-one basis by Rotarians. The program further seeks to change the behaviour of offenders, utilising the expertise of the Rotarians to assist with their personal, educational and vocational development. The program is closely supervised by the local community constables and supported by paint and hardware stores with donations of paint and brushes. Whilst it used to be solely supervised by Rotarians, other community groups have come forward to offer their services and are now taking part as supervisors in the program. Because of the program's success, the police are now referring non-graffiti offenders to the program to carry out their community service.
